Title 1 is the largest federal assistance program for our nation’s schools. Title 1 is short for Title 1, Part A of the Elementary and Secondary Education Act of 1965, reauthorized by the No Child Left Behind Act of 2001. The goal of Title 1 is a high-quality education for every child. Therefore, the program provides extra help to students. Title 1 can and does make a difference in many lives. Title 1 can help children do better in school and feel better about themselves. Parents can gain a better understanding of their children and how to help them along the educational path better. Teachers benefit from the suggestions of parents, program specialists, and from the satisfaction of seeing children succeed.
The Federal Government provides funding to states each year for Title 1. To get the funds, each state must submit a plan describing what all children are expected to know and be able to do, the high quality standards of performance that all children are expected to meet, and ways to measure progress. State Educational Agencies send the money to school districts based on the number of low income families. The Local School District identifies eligible schools and provides Title 1 resources. The Title 1 school works to identify student educational needs, set goals for improvement, measure student progress using standards outlined in the school’s Title 1 plan, develop programs that add to the regular classroom instruction, and involve parents in all aspects of the program. Title 1 Programs generally offer additional training for school staff, extra time for instruction, a variety of teaching methods and materials, counseling and mentoring, and career and college awareness. Title 1 teachers and other staff work closely together. Dorchester District 2 has developed school-wide programs in the six elementary schools with 40% or more children coming from families qualifying for free and reduced meals. These school-wide programs are established to serve all students. Student progress is measured as outlined in the school Title 1 Program Application. This allows for accountability for the teachers, programs used, delivery methods, etc. MAP scores are viewed to check for sufficient growth in the areas of reading and math. Also, Developmental Reading Assessments are looked at in reading as well as other scores when available.
Dorchester Two is establishing 3 three elementary schools as Targeted Assistance Schools for 2008-2009. These schools have at least 35% free and reduced eaters in order to qualify for targeted Assistance status. Students identified as needing help and qualifying for assistance through Title I will receive help in math and/or reading.
